In this sentence,
"At the time of the Mexican agrarian revolution, the most radical faction, that of Zapata and his followers, proposed a return to communal ownership of land, which..."

It is possible that which modify just communal ownership of land?
or does which have to modify the whole a return to communal ownership of land?
