OA answer (D) says that correct verb is " has been." because of the ongoing nature of process.
My query is how we know that the process is still ongoing, is it due to the marker like "Since" and "have had.." or there is any logical point involved.
Is it by rules we know that process is ongoing or by logic ??

I will be thankful for any replies
