Please refer problem set of chapter 10, question no 7 -

Historically, the Isle of Man had an economy based primarily on agriculture and fishing; now, one based on banking, tourism, and film production.

Can the answer be -

Historically, the Isle of Man had an economy based primarily on agriculture and fishing, but now, one based on banking, tourism, and film production.

no. the semicolon and comma-but serve the same function - to join two independent clauses. both are wrong here because there is no independent clause on the right..
