Is the number zero considered a multiple of all integers?

I've read some definitions of what a multipe is and because zero can be used in the definition, it is considered a multiple of all integers.

I think it's safe to say that zero is a multiple of every integer.

Is your question stemming from a GMAT problem in which this point is important? I'd be curious to know. Thanks.
