again, the wording on this could be better, but I guess we have to understand this language to do well..
By "Before being simplified", they mean, before simplifying the equation to its simplest form:
According to the statement
Tax = .02I + (100+.01I)/2 = (o.04I + 100 + 0.01I)/2 = (0.05I+100)/2 = 50 + I/40.
