I will go with B. This requires cause and effect.. So it says Because(since) his campaign was successful,he lended
As their are two events in past, usage of past perfect seems ok to me

somehow, option B wins. It uses cause and effect and employs past perfect. The sentence however, sounds awkward to my hearing.
