Male, Asian, 25, Canadian
3.1 GPA Top university in Canada - Double major in commerce and computer science
Work exp: Analyst - 2 years at a credit rating agency
Completed all 3 levels of the CFA program
Extracurriculars: Softball team, snowboarding

GMAT: I took it a few months ago and only received a 650. Am
planning on retaking to hit 700.

Target schools: Columbia, Stern, Chicago, Kellogg, LBS (Darden maybe)

My friend said I shouldn't worry too much with a 650 GMAT and to
apply anyway. I disagree.

What are my chances?

Given your GPA, you really need a 700 to tread water at the schools you mentioned. Doesn't mean you're doomed with a 650, but your chances would likely be slim at your target schools.

With Stern, LBS and Darden, put in a strong application and you should be competitive assuming your GMAT is 700+. With Columbia, Chicago and Kellogg, you'll need a strong application *and* a bit of luck on your side as well, even if you score a 760.
