I have taken the GMATS twice. First time I received a 640 (Quant 49/89%, Verbal 27/44%) The second time I received at 680 (Quant 44/72% Verbal 38/84%) I am sure that I can bring up my Quant score the third time around but I dont think my Verbal score would increase much above the 84%. Should I retake the exam a third time with the assumption that I can raise it by 40 points max?

If you have the time to prep for a third time, I don't see why not, especially now since the upcoming year's applications won't be out until later in the summer. You don't have much to lose - if you score lower, they will take the highest score anyhow.
