Does anyone know how to do this problem?

I understand how to get to 10 women accounting for 0.0063% of the population, but I'm not sure where to go from here.

Is the answer approx. 80,000 ?

.0063% of x = 5 assuming there is no one shorter than 160- 4 SDs or 160-24 or 136cm
therefore
x slightly less than 80,000.

the answer is actually 160,000. does that make sense to you?
