I have a score of 660.
Can some one let me know if this score is a decent score or do i need to take a retest.
If I take a retest will most of the universities consider Best of 2 or Average of 2 scores?

Your 660 can only be judged relative to the school. If you are applying to Columbia, your score is low. If you are applying to Georgetown, then it should be fine. If you take the test again, then most schools will consider the higher of the two. In the case of Tuck, they will actually take the higher score from each side of the test and combine them to recalculate your overall score.
