the short answer to your question is that, in this sentence, "created" isn't a verb -- it's a past participle. in other words, it's the same part of speech as things like
thrown, given, driven, and
done (as opposed to the actual past-tense verbs,
threw, gave, drove, and
did).
such participles are, grammatically, adjectives, not verbs; the primary difference from normal adjectives is that these ones are most often placed
after the noun that's being modified (while normal adjectives are most often placed
before the noun).
