The second statement states that "Anne’s average rate for each lap was less than Kim's". Hence the time taken by Anne must be greater than Kim's. Kim took 250 seconds to complete the 3 laps. So Anne's time is >250 second. Hence B is sufficient.

In order to qualify for the state track meet, Anne must run 3 laps around a 400-meter track in 240 seconds or less. Did Anne qualify for the state meet?
(1) Anne ran the first lap at an average rate of 1.6 meters per second. I don't know how good is the source of this problem but the answer can't be D, since the questions asks about 3 laps. Statement (1) gives you Anne's rate for the first lap but gives us nothing about the rest of the laps (after the first lap she could've gotten a wind in her back and increase her speed to make it in qualifying time). My answer is B, Anne won't qualify. |

Answer is A.
From Statement 2 - Kim run first 1, 2 and 3 rd lap in 50, 100 and 100 secs respectively with average of ~ 83.33 But Ann's average is less than 83.33 does not mean it is less than 80 to qualify for race (or 240 total time) Dont post foolish problem those take less than 1 minute to solve but take 5 minutes to post. |

I would say the answer is D:
The first statement tell you that Ann takes more than 240 on the first lap itself. So, she doesn't qualify. The second statement tells you that the other person takes 250 and Anne's average rate on each lap is less. Therefore Anne takes longer. So, she doesn't qualify. Therefore, D. |
