1.The computer software being designed for a project studying Native American access to higher education will not only meet the needs of that study, but also has the versatility and power of facilitating similar research endeavors.
(A) but also has the versatility and power of facilitating
(B) but also have the versatility and power to facilitate
(C) but it also has the versatility and power to facilitate
(D) and also have the versatility and power of facilitating
(E) and it also has such versatility and power that it can facilitate.

I have marked the answer as C but it is B. I am not able to get why is this a S/Verb Agreement Question.

It's a tricky issue, and it involves Parallelism as well.

Notice first that you have two options: include the pronoun "it," or do not. To include the pronoun "it" would make "it" the subject of "has." This is correct in terms of subject-verb agreement. We would not say "it have."

So why then do we have the word "have" in the correct choice? This is because here the word "have" is not the verb on its own. Rather, it connects back to the word "will." We have a parallel structure: "will not only meet ... but also have." Notice that for this same reason "but also has" is incorrect.

Finally, "not only ... but also ..." is the proper idiom.
