The correct answer choice to an inference/draw a conclusion question must be directly supported by evidence from the text. In this case, answer choice D is not the correct answer, as it is an extrapolation outside the scope of the argument rather than a fact directly supported by evidence from the text. Conversely, answer choice C, the best answer is directly supported by the text. If you are uncertain whether a particular answer choice is directly supported by evidence from the text, place the phrase "it is true that..." before the answer choice. If this choice is inarguably true it will most likely be the best answer. -dan
