check out http://www.admissions411.com/AdmissionConsultant.aspx for reviews though some of them sound like they were written by the consultants themselves. The reviews will not tell you who is great but will tell you one firm to avoid

Choosing an appropriate firm is an important choice. You should definitely do your homework. Most reputable firms offer a free consultation in order to allow you get to know more about them. Some will even let you speak with past clients. (We do both.) Also, the Association of International Graduate Admissions Consultants (AIGAC: www.aigac.org) exists in order to help candidates identify consultants who are committed to the highest ethical and services standards. You may want to check the site for member firms.
