During Rooselvelt's years in office, Black Americans began voting for Democrats rather than Republicans in national elections, but black support for Democrats at the state and local levels developed only after when civil rights legislation was supported by Harry Truman

a) developed only after when civil rights legislation was supported by Harry Truman
b) developed only after when Harry Truman supported civil rights legislation
c) developed only after Harry Truman's support of civil rights legilation by Harry Truman
d) develops only at the time after the supporting of civil rights legislation by Harry Truman
e) developed only after there being Harry Truman's support of civil rights legislation

Why is the answer C and not B?

A (Passive) clearly is ruled out in favor of B (Active)
D is clearly out because of wrong usage of develops
E is not correct because it uses being

But why must we not rule out C for being less clear than B?

'after when' is not acceptable. 'after' is already a time marker, so following it immediately with 'when' creates undesirable redundancy.

you should check choice (c), which you've clearly transcribed incorrectly (no official problem would contain two instances of 'harry truman' that close together).

I saw the same question and right version has "C" without by Harry Truman at the end

Thanks for that clarification, Guest. That certainly cleans up C and makes it clearly the best choice.
