Critical of versus Critical to

Recently, I read a CR question and it said

Which statement is most critical to the argument?

After I read this, at first, I thought to myself...it's asking which statement is most undermining the argument...and then I kept looking at it and I realized that Critical TO means which statement is most important to the conclusion...

I guess if it had said Critical Of rather than Critical To then I would be right in my first assessment....

CAn anyone confirm this?
