"Declining values for farm equipment and land" .. I thought this is a phrase and thus is a singular subject. I marked the answer as B. Can anyone elaborate as why this is a plural subject?

You can see core of sentence in Bold. It has "VALUES". D is lenghty
E is answer

ya answer is E but D is out not because it is lengthy. there is redundancy in D. when we use sth as collateral it means we borrow.
