Analysts are predicting the future; they are not certain about it so subjunctive mood is invoked which needs just the base form of the verb "be raised."

shouldn't be d; 'predict' doesn't go with this style of subjunctive. that's the command subjunctive, which goes with orders, requests, wishes, and the like, but not with predictions. predictions should take the future tense, because they're predictions about ... the future! check this one out again; the answer should be a. |
