I am applying to Langone for Fall 08, My GPA is 3.1, 4 years of work experience in Operations. My GMAT is 600 V33 and Q40, I took it 3 times and this was my best score by far. My undergraduate degree is Applied Math and Statistics and Economics.

I have never done well on standardized tests, including SATs.

What is my chance of getting in, and how can I best address this low score in my admission essay?

You need to convince them that you're academically capable to handle the b-school's courseload and material. With a low GMAT and a low GPA, they will be concerned. To mitigate that concern (if you're not going to retake the GMAT) is to address it briefly in the optional essay, but more importantly to SHOW them that you're academically capable by taking extension courses or night classes at a local community college in some quant course such as calculus, stats, accounting, algebra, finance, etc. and to ace those courses.

I already took all those classes as an undergrad, and have B and A in all of them.

Should I mention this?

Of course you can remind them, but they will see it in the transcript anyhow.

Regardless, you should still try to do some courses before enrolling -- you need to reassure them that you can handle the academics in b-school -- and actions (i.e. enrolling in courses and doing well in them) speak far louder than words.
