"Declining values for farm equipment and land" .. I thought this is a phrase and thus is a singular subject. I marked the answer as B. Can anyone elaborate as why this is a plural subject?

ya answer is E but D is out not because it is lengthy. there is redundancy in D. when we [b]use sth as collateral[/b] it means [b]we borrow[/b].
