While I'm pretty sure that counting on your fingers, as long as it is done discreetly, will not bother other test-takers, I know for a fact that whispering is out of the question because it is an audible distraction for others in the testing center and can even be misinterpreted by the proctor as possible cheating. It's best to keep your eyes straight ahead and to restrict movement to your immediate desk area and scratch pad, though, just to be safe. Good luck on the exam!
