 Post subject: Glossary 'That-Clause' Example issue

Hi Team,
MGMAT SC guide suggests to change present tense to past if some thing is being reported(reporting verb is used). But when I saw in the glossary that-clause, there is a statement in example:
'He suggested that the world is flat.'
Should it not be 'He suggested that the world was flat' as there is a reporting verb suggest. Please clarify

The point is about universal truths... they are always in present tense.

* the World is flat is not an action that was completed in the past or something that would change with time such that its effects don't exist anymore.
*if you argue that the world is not flat :), i agree with you... but the subject suggested a universal truth according to his belief/understanding

This is what i understand about the issue... some insight from more learned people will be helpful
