Why "with the unemployment rate..." in D is wrong? How that phrase is different from "and the unemployment rat..." in E?

Pls, explain.

the gmat doesn't require you to know the workings of "a/an/the", so it's not a good idea to focus on that part of the construction.
to eliminate that choice, note my comments above regarding "economy" (which doesn't make sense in this context) vs. "economies" (which does).

I get confused with your explanation when encountering this OG 12 question

this prep problem is somewhat weird.

in the underlined part of the sentence, we know that the three different countries should have three different economies, so, in the correct answer,we choose the option that contains "the economies of Britain, France, and Germany".

however , if we take a look at the end of the whole sentence, we notice that it uses the expression"that of the other three countries".

i think that since Britain, France and Germany are three independent countries, they should have their own economies and unemployment rates.

so this problem is inconsistent in the different part of its sentence.
