Can you please explain why the answer is a and not b? I do not like a because I thought "just as" requires a "so", I picked b because like is comparing two nouns. polio vaccine and mass dietary change

hi eje,
B is wrong because the act of giving polio vaccine is being compared to mass changes in diet.
Hence its a comparison of 2 clauses and not 2 nouns.
So "as" should be used and not "like"
Further,
C is incorrect bcos the mass dietary change is not similar to the polio vaccine.
Its the act of distribution which is similar and hence "as" should be used.
That leaves us with A
