Ratio's are compared here.
I think answer is C.
419 times the pay of blue-collar workers is compared to
42 times the pay of blue-collar workers

I think B is the correct answer .
In C - the pronoun 'their' is incorrectly referring back to CEO's .

Whats the offcial ans ?
