Yes, I think that is valid. On the issue essay, one of the instructions given is to define the terms, so objecting to the strength of the assertion is within that realm.
Also, for/against don't have to be polar opposites. For example, you don't need to argue that "schools SHOULD do X," it would be fine to argue that "schools CAN do x."
