The new rules will affect our performance
The new rules will have an effect on our performance.

i dont understand why you say that the 2nd sentence is "wordier".
can you tell me what is the difference between affect and effect and when to use which one, with example?

The general concept is that affect is almost always used as a verb and means "to influence", whereas effect is almost always used as a noun and generally means "a result".

The second sentence actually is wordier; rather than use "affect" we have to say "have an effect", so there are three words rather than one to say the same thing.
