yufensi, you can mathematically express this equation as: 6.4 = x/100 * 16,000 By interpreting the words this way: is means = what means x (or variable) percent means /100 of means *
I should try to isolate the x, so I should divide by 16,000 on both sides. I now have: 6.4/16,000 = x/100
Again, to isolate the x, I should multiply by 100 on both sides. I now have 6.4/160 = x
Dividing 6.4 by 160 will get you .04 very quickly.
You can also use approximation: 100% of 16,000 is 16,000 10% of 16,000 is 1,600 1% of 16,000 is 160 .1% of 16,000 is 16 .01% of 16,000 is 1.6
Since 6.4 is between 1.6 and 16, you know that your answer is somewhere between .01% and .1%. The only viable answer is .04%.
