Guys,
A,B and C are wrong because but with Although is redundant.

But OA is D
I am confused btween D and E. Whats wrong with E? After all enough goes well with that, its idiomatic!
Please explain.

"not weak enough to require" would have been more concise and idiomatic

C is more concise

Also D contains a correct idiom structure "so....as to"
