184. Building large new hospitals in the bistate area would constitute a wasteful use of resources, on the basis of avoidance of duplicated facilities alone.
(A) on the basis of avoidance of duplicated facilities alone
(B) on the grounds of avoiding duplicated facilities alone
(C) solely in that duplicated facilities should be avoided
(D) while the duplication of facilities should be avoided
(E) if only because the duplication of facilities should be avoided

Can someone please explain why the answer is A and not E

I worded my question incorrectly. The correct question is:

Can someone please explain why the answer is E and not A?

hi -

if you say 'on the basis of x', that is usually taken as an acknowledgment that x has actually occurred. so choice a makes it sound as if building large new hospitals successfully avoids duplicating facilities. that's not true, of course: the thrust of the sentence is that the new hospitals are duplicates, and that's the problem.

choice e correctly expresses the idea: the duplication of facilities is something to be avoided. the other message - that the new hospitals are guilty of such duplication - is implicit, but at least it isn't wrongly expressed (as in choice a).
